Filter typed application milestones by the cycle label supplied in the structured record. Calendar year and entering-cohort year can differ, so each row exposes the program wording, source, and freshness.
Methodology
Explicit cycle_label years take priority. If no cycle label is recorded, the milestone’s calendar year is used as a fallback and should be verified. Unknown deadlines are not manufactured, rolled forward, or labeled open.
